I feel like this would be unlikely in this era since they didn't believe in free public education/etc, and it's not like people need to apparate when there's public transit (floo, Knight Bus) available. But that's just my two cents :P

I was just basing this off the fact that it seems accessible to Hogwarts students without any additional fees, unless it's either included with tuition or they just aren't mentioned, in which case I'd probably rethink how accessible it was to WC students. Or it could be a situation where students are motivated to get their license at Hogwarts because once they leave Hogwarts it's more expensive? I'm not sure :P
