I have begun to take a look at this; here are my initial findings.
- Historically these issues are caused by magical mishaps; we have not conducted experiments this morning, have any other departments interacted with cantankerous magical artifacts?
- An answer to the above will help — we are tracking these issues.
- The phenomenon appears to be spreading from the areas described already.
Best case — the phenomenon disperses and we see no time looping. Worst case — we may see small-scale time looping in a large geographic area. Has International Magical Cooperation received any feedback from other nations about similar instances?

No one ought to be messing around with cantankerous anything, to the best of my knowledge; most departments aren't even working day, given the transportation issues. The floo authority being the obvious exception, but I doubt any of their efforts to get the floo sorted out are causing time problems.
Nothing on the international front, or at least nothing that has been shared with us yet.
I am not enamored of the idea of it spreading — figure out what we can do to stop this.
