I have received some reports of issues with time. Details enclosed, but to summarize: they appear to be isolated to small (but non-sequential) geographic areas and behaving somewhat predictably. I believe this may be within your purview? As soon as practicable I would like to know:
  • whether you have any very strong theories about what might be causing such disruptions;
  • what resources you might need in order to close in on a precise answer;
  • the likelihood of this phenomenon spreading;
  • the best and worst case scenario if it does grow beyond the incidents listed the enclosure.

    I have begun to take a look at this; here are my initial findings.
    • Historically these issues are caused by magical mishaps; we have not conducted experiments this morning, have any other departments interacted with cantankerous magical artifacts?
    • An answer to the above will help — we are tracking these issues.
    • The phenomenon appears to be spreading from the areas described already.

    Best case — the phenomenon disperses and we see no time looping. Worst case — we may see small-scale time looping in a large geographic area. Has International Magical Cooperation received any feedback from other nations about similar instances?

    I will discuss with my colleagues and follow up — please let me know if there are any additional questions.

    No one ought to be messing around with cantankerous anything, to the best of my knowledge; most departments aren't even working day, given the transportation issues. The floo authority being the obvious exception, but I doubt any of their efforts to get the floo sorted out are causing time problems.

    Nothing on the international front, or at least nothing that has been shared with us yet.

    I am not enamored of the idea of it spreading — figure out what we can do to stop this.

    • This is occurring internationally.
    • ...due to a poorly-made crystal ball by a London resident imploding. I believe that he is currently in custody; MA&C performed the initial intervention.
    • Our instruments are evening out — anomalies will cease at midnight.
    • Muggles do not remember the first February 28th.
