Are there exams at the end of first year to pass onto second year or is it assumed as long as their bill is paid they get to stay? And if so what are the minimum requirements of moving up?

There's not formal exams like OWLs or NEWTs but they will get final grades from each class. Depending on the class that might be partially derived from some in-class final exam.

Core classes are required up until 5th year so I'd wager if you're entirely hopeless in a number of them you could be asked to leave, but in most cases it's probably a matter of parents deciding it's not worth the continued expense rather than students flunking out per se.
